Approved For Release 2005/07/22 : CIA-RDP80B01495RQ0_01.00140005-4 6 December 1969 TO: Mr. Maury Mr. Proctor and I have gone over the several versions of a talking paper for the DCI is release of sensitive information to Congress. Something really ought to be gotten to the DCI. We recommend the attached version. It suggests positive action now and still asks members to tighten up their own shops. It covers the NIZ's. It does not say that briefings cannot be given at the TEH level --nor does it necessarily require advance coordination each time. It allows for the establishment of general guidelines, which could be construed to be that members ought to hold this to a minimum but keep DCI generally informed when they have to do it. We continue to believe the Legislative Counsel should be the broker. He is closest to "sensitivity" in terms of Congress' ids. etc. --and can turn to DDI for substantive advice.
