If you have a chance at this morning's USIB discussion of
releasing information to Congress, suggest you caution USIB members
against any reference to, or quotes from, National Estimates in their
congressional briefings. This has several times resulted in embarrass-
ment when members of Congress and their staffs hear of a specific estimate 25X1
and ask to see it.
