Dulles, Wisner, Amory, Kirkpatrick, Helms, Bissell, Sheldon, Lloyd and 0 Mr. Dulles: a. Referred to the trip to Peiping to be taken by the Secretary General of the UN and raised the question as to whether it might not be a good idea to brief him on brainwashing and the facts about Downey and Fecteau. After some discussion it was agreed that this matter should be put to the OCB for consideration at its next meeting. The Director said in the meantime he would speak to Walter Robertson in State and seek his recommendation on who should do the briefing. b. Asked if there was anything more we should do at Christmas time than sending out Christmas cards and greetings to our people at home and abroad. The Director said he had in mind that there must be some serious hardship cases which should be acknowledged by him in the form of a personal letter. Mr. Kirkpatrick undertook to poll the AD's and Division Chiefs and have prepared such letters for the Director's signature. In connection wit:a hardship cases, the IG noted that he and Mr. Houston were working on legis- lation which would authorize compensation to those cases incurred in the line of duty where the individual is able to return to duty even though his health is seriously impaired. Mr. Kirkpatrick also reported that contribu- tions to our "revolving fund" to assist in hardship cases had not met with much success and after some discussion it was agreed that Deputies, AD's, Division Chiefs, and all supergrades, would have this drawn to their atten- tion in the event they may wish to make a contribution.
