co Noted that Jim Hagerty was now making it a practice to call him
each morning the President holds a Press Conference in order to
determine if there is "anything the President should watch out for.
The Director asked those present to bear this in mired and advise
his of anything he should bring to the attention of the President.

Noted it had just cam to his attention that State Department Couriers
are specifically prevented from being debriefed on any information they might
pick up as a result of their various trips, and also noted that these couriers
are by and large,, young officers and relatively imomature. Mr. Am?rv mointed
ment and indicated that uld, in all probability, be the
proper person.

Mr. Kirkpatrick:
Referred to the recent ruling on payment of overtime and noted the lack
of a uniform Agency policy on this subject could well cause serious morale
problems. He therefore suggested this matter be considered by the Career
Council and appropriate recommendations male to the DCI. The Director approved.

Asked the Director vhoo? he desired to prepare Efficiency Reports on
Senior Representatives, and in particular those assigned to the aaJor
stations. The Director said these reports should be prepared by t h* DD/P
COP, and forwarded to him as the Reviewing Officer, through MCI.
