a. Noted his concern over the lack of indication on projects
of an Officer who is actually charged with clearing all expenditures
for funds, ensuring that the project is properly carried out, etc.,
and stated in the future with reference to special projects he de-
sired such an Officer to be designated and his name to appear on the
sign-off sheet. The Director went on to say that this generally
applied to continuing projects and he realized such a procedure coulr,
not in all instances be carried out for "one-shot jobs". However, it
these cases he saw no reason why the responsible officer could not
see to it that the funds allotted are expended for the purpose for
which intended and also to ensure that proper receipts and accountings
are obtained. The Director said he would like Mr. Wisner to consider
this matter and furnish him with his comments and recommendations,
taking into consideration the requirements of DD/A and the Comptrollc~.
