f. Ask r. Kirkpatrick to prepare a memorandum to
I I regarding CIA intelligence reports furnished
to Genera ark Clark while he was Commander-in-Chief, For
East, and also advise him of the problem surrounding this sub-
ject. Mr. Kirkpatrick said we had a clear-cut record on this
and his memoranda of record made during his trip to the For
East in 1952 would bear this statement out. The Director
also asked Mr. Kirkpatrick to consider whether we should
invite General Willoughby to visit us in the near future.
g. In connection with General Clark's survey of CIA,
noted the President had agreed that General Clark and one of
his staff members (Colonel Lane) would inspect the covert side
of the Agency. Mr. Dulles said in all probability this
inspection would be performed by Colonel Lane, however, there
would be no written report. It was noted that General Clark
and Colonel Lane had read the Doolittle Report and Mr. Wisner
raised the question of whether or not he and Mr. Helms would
be allowed to read this report, since they might be embarrassed
as to some of the questions Colonel Lane might ask. The
Director said he was under very strict orders from the President
at present not to show this report to anyone else, but he had
received approval to extract the recommendations contained
therein and circulate them to the appropriate offices for
implementation. After some further discussion of the (1 ?-k
-rasa force, it was agreed that (would be assigned to 25X1
assist Colonel Lane in his survey of our covert activities.
h. Asked I to remind him to prepare a memorandum
of conversation a had with the President respecting
ground rules for the Clark Committee and its inspection of CIA
covert activities.

discussion it was agreed that Dick Bissell would get in touch
with Henry Loomis to discuss this problem. The Director said
he felt this report should be classified and distribution
limited,
k, Referred to the survey by the Inspector General of
the Office of the Comptroller, and noted that the statement
contained therein to the effect that accountings had not been
made for several projects -- e.g. PBSUCCESSI - was 25X1
not correct, since accountings are under preparation. The
Director said, however, in some instances we would be unable
to supply detailed reports of expenditures.

M. Noted he had received a reply to his letter to Mr.
Philip Young with reference to our request to classify as
SECRET the statistics furnished the Civil Service Commission
on CIA employees released for security reasons, and noted that
Mr. Young intended to ask for comments from the White House as
to whether there is any reason why he should not comply with
our request,, The Director said he did not feel it necessary
to make any further reply to Mr. Young at this time.
n. Referred to the proposed NSC paper on Warning and
Alert Procedures and stated he wished to discuss this subject
with General Cabell and Mr. Amory before he takes it up with
the Attorney General and the Director, FBI.
