MR. DULLES:
This is an additional note for your talk before the Council on
Foreign Relations. As an example of the effectiveness of the Soviet
psychological warfare, you might take the hypothetical case of:
1. A woman in England who has lost three sons in the last war
and whose great fear and dread is another war. The Soviet proposes
5 Powers peace talks. The U. S. refuses to participate. What does
she think ?
2. A peasant in India has not enough acreage and his family has
never had enough to eke out anything more than a bare existence. The
Soviet promises land reform. What does he think?
3. A negro in South Africa is confronted at home by the policy
of Malan. He is perhaps even whipped for violation of partisanisrn..
The Soviet promises racial equality.
You can go through the list of areas along t ge lines of some of
the basic considerations I put down in my other memorandum and show
how effective the Soviet line can be.
