Mr. Dulles:
c. Raised the question of the Civil Service Commission
making public the number of people dropped from Government
employment for security reasons and the effect that such action
will have in our transactions with foreign intelligence
services. After considerable discussion, wherein it was noted
that the next quarterly report was due the Civil Service
Commission on or about 15 October, the Director asked that a
letter be prepared for his signature to accompany the report.
This letter (for the DCIls consideration) will set forth the
reasons why it is impractical for CIA to participate in this
program,

d, Noted a cable from the Senior Representative 25X1
(IN 13963) and directed that the information contained ere n
be passed to the Department of State only, with the notation
that this Agency will not make any dissemination to AEC and
NSC, as requested. The Director said he based this decision
on the fact that the above message is a State Department matter

I lBriefly discussed his recent conversation with Dr.
and noted that he had subsequently received a letter

the Director approved. Mr. Dulles made it clear is no funds
