DCI was attending a White House meeting R. J. Smith noted a memorandum which had been done, dealing Kent reported that Secretary Ball has gone over the proposed terms of reference for an Estimate Some revisions were made and an has been formally requested. The NIE will be ready by the end of November. It was noted that there is no USIB meeting this week. de Silva referred to an appraisal of the Viet Cong situation pre- pared by Saigon. The appraisal is now being processed (See Action 1) At DDCI inquiry, de Silva explained that Henry Kissinger is expected on 9 November and that de Silva is at work to make arrangements to get Kissinger here for debriefings. Elder was requested to so advise the DCI. de Silva noted that Ambassador Lodge has denied recent press stories alleging to present Kissinger's views on Vietnam. Houston noted that Senators Mansfield, Inouye, Aiken, and Muskie are planning a trip to Moscow. It was agreed that we would offer defensive briefings.
