The Director stated if it was necessary to issue instructions on 25X1 this matter, it should be done orally. I. Noted a cable fromi ](IN 12612) respecting 25X1 Agreed Activities, and asked that the memorandum previously pre- pared on our troubles with Defense on this subject be brought up-to-date and furnished him. J. Noted he wanted to see Senator Mansfield the next time he is in the city. k, Referred to an article on unrest in Poland, appearing in today's WASHINGTON POST & TIMES HERALD. which apparently was based on a Congressional Committee report, and stated he desired to see a copy of the full report. Mr. Helms: a. Stated that during briefing for the Special 25X1 25X1 Study Group he had mentioned a substance which when applied to I Iwould destroy it, and said General Doolittle had been so n crested in this that he had mentioned it to the Air Force who apparently, up to that time, had not been cut in on the development of this product. Mr. Helms made it clear that CIA had not participated in producing this substance, but had learned that the Army and others were carrying forward the research. Pr. Helms said he mentioned this matter in order that the Director and Deputy Director might have the background in case General Samford contacts them. It was also noted that the Soviets are buying what little bit of this product is manufactured in the U.S., paying about 40% above its market value. return for consultation at the end of October b.
