Mr. Dulles:
a. Referred to a cable from Mr. Wisner (IN 46811), respec.ing
Admiral Stump's views on a program for VietNam, and noted his
intention of discussing this message at the OCB on Wednesday,
22 September The ctor said he would, in all. probability,
speak to on this matter prior to the above
meeting.

Statedi had requested that we confirm with
him whether or not the Bureau of the Budget approves funds
from the CIA Reserve to conduct projects which have the support
and/or approval of the OGB, The Director concurred but said
it would not be necessary to furnish the amount.
Mr. Kirkpatrick:
Reported that Congressman Millings, as a result of his
trip to Latin America, was highly pleased with our personnel
with whom he had come in contact during his visit and noted
we intended to debrief him at some later date, The Director
indicated he would attend.
