General Carter dictated the following notes to me this
morning, just prior to his departure.
"1. Photographic coverage of_" S" -- I informed
of the requirements and they have it well in hand. McMillan is
also taking a look as to how best to get it from all available
assets.
2. Report on failures -- No action need be taken.
3. Discussion of ontract on made
it abundantly clear that total technical direction rested with Greer.
.McMillan to get copies of ontract and a contract with
one of the hardware suppliers, both on nd furnish them
to Mc Cone and Carter. Action: Wheelon and Bross should get on
top of this, compare the contracts to our present contracts and,
rather than amend our present contracts, assure the Director that
they mean the same thing. Technical direction of _nust remain
with CIA.
Angeles on Wednesday, 28 October, to make sure everybody under-
stands the rules. (The letter as received from Vance is OK with
me.) Wheelon and Bross should look it over and wire me their
views. s hould meet me in Los Angeles on Tuesday, the
27th, with all the documentation, to include exchange of letters, etc.,
and any views DCI might have.
6. Vance and McCone agreed to review the '65 budget plan on
next Tuesday, 20 October. I have urged in a separate memo that
Bross, Wheelon, and others be present as they were for the original
budget discussion, and have given my separate views in an MR. 11
5. Vance reply to McCone on the project due in a day
or so. McMillan, Carter, and to meet with Greer in Los
