MEMORANDUM FOR DEPUTY DIRECTOR OF CENTRAL INTELLIGENCE
SUBJECT Meeting with USIB Committee Chairmen
1. As requested arrangements have been made for your
meeting with the USIB Committee Chairmen in the DCI' s conference
room at 1430 hours on Monday, 13 January. A list of the Committee
Chairmen who will be attending is attached as Tab A.
2. The DCI instructions to D/DCI/NIPE to inform the
Bureau of the Budget of USIB decisions having resource implications,
which I mentioned to you this morning, are contained in the excerpt
from USIB Minutes of 19 May 1966 attached as Tab B. A copy of the
memorandum from John Bross proposing these instructions is shown
in Tab C as background information.
3. Also attached as Tab D is an excerpt from the USIB
Minutes of 28 November 1962 containing the Board' s instructions
regarding distribution of certain USIB documents to the President' s
Foreign Intelligence Advisory Board.

8. DCI Instructions to D/DCI/NIPE
to Inform the Bureau of the Budget
(BoB) of USIB Decisions Having
Resource Implications
(USIB-D-2. 1/14, 17 May 1966,

a. Following a brief explanation by Mr. Bross and Board
discussion, the USIB Principals concurred in the proposed instructions (as
circulated in the reference) which the Director of Central Intelligence proposed
to issue to the Deputy to the DCI for National Intelligence Programs Evaluation
(D/DCI/NIPE) to keep the BoB informed concerning decisions made by USIB
which have resource implications and, where such decisions are based on
studies or findings of USIB subcommittees or other committees or groups
established by USIB for fact finding purposes, to discuss and explain any such
studies or findings with the appropriate representatives of BoB. Such
discussions and explanations would not include identification of conclusions or
recommendations which had been rejected or substantially revised by USIB,
nor expose divergent positions taken by Board members prior to a USIB
decision.
b. During the discussion, it was also agreed that the USIB should
be kept informed, normally through the "Secretary' s Notes" to the Board
Minutes, of those USIB decisions on which the D/DCI/NIPE informed the BoB.
c. Mr. Bross was also requested to advise such USIB Principals
as might be appropriate, whenever discussion of a particular USIB decision
with representatives of BoB developed any significant. points which might be of
special interest or assistance to such principals in their responsibilities for
carrying out that decision.
