We both agree that such a paper would be useful for people at policy levels at State, DOD, and the NSC who are involved in the current negotiating pro- cess with the Cubans. 2. The paper we are proposing would focus on Latin America, and would put into perspective the various report- ing we continue to receive on this general subject. It would try to answer the inevitable question of what the Cubans are up to. 3. envisages the paper as an Inter-Agency Memoran um in an effort to get the community on .board on a subject about which differing opinions have surfaced in the past. The paper itself probably will conclude that despite a certain amount of revolutionary rhetoric, the Cubans are providing only limited amounts of assistance to extremist groups--mostly in Latin America. The paper will, however, cover what we know about Cuban ties to international terrorist groups such as the PLO. 4. will be the author of note. We 'expect to get a draft to y May 7, with dis- semination to the community sometime around the middle of the month.
