SUBJECT: Briefings for SALT Monitoring Working Group
1. You will recall that when the Working Group approved Terms of
Reference for an evaluation of SALT monitoring capabilities, we decided
I-hat we should seek supplemental contributions on the flexibility with
which certain collection systems could respond to extraordinary, short-
term tasking if the need to investigate possible treaty violations
required it. To implement that decision, I am arranging for several
briefings by the organizations with primary responsibility for tasking
and/or management of collection. In view of the importance of photo-
graphic exploitation to our work, .I have also accepted NPIC's earlier
offer to let us see for ourselves how the territorial search operation
is conducted.
2. For each of the briefings on collection flexibility, I have
indicated that the questions we need answered are: Under present
circumstances, to what extent can collection systems focus greater
attention on one or more SALT-related targets, areas, and activities?
How much time would it take to alter the focus of collection so as to
emphasize a SALT-related requirement? What sacrifice in other collection
priorities would be incurred if the special SALT-related focus were
maintained for a period of, say, one.month, three months, six months,
a year? Are there prospects for any change in flexibility over the
next two years or so? I have suggested that the briefers review the
Working Group's list of SALT monitoring tasks as they prepare their
contributions.
