I. ChiCom air strength in coastal area opposite Taiwan increased since
29 May by 55 jet fighters.
A. Jet fighter strength on coastal bases now about 325. (Still
no bombers at these bases.)
II. Watch Committee (in special meeting 3 June) found no evidence of
unusual ChiCom ground or naval developments and concluded that Chi-
Coms apparently intent on achieving "materially increased state
of defensive air readiness."
III. Increased ChiCom readiness may be in reaction to US exercises in
Pacific area.
A. USAF exercise Mobile Yoke involves deployment from US of some
40 fighter (F-100's and RF-101's) and support aircraft to
SE Asia and Taiwan.
B. JCS worldwide exercise Black Rock (1-7 June) involved "canned"
situations sent to certain overseas commands, communications
practice, and possibly some movements of forces.
IV. Also possible that certain ChiNat actions have led to Communist
alert.
A. On 4 June, after lapse of several weeks, ChiNats resumed
peripheral recon flights by jets in southern sector (Amoy
area to Swatow).
B. On 4 June, ChiNats resumed troop rotation between Chinmen and
Taiwan after having suspended the operation because of
"tension in the Strait.
1. ChiComs fired 500 rounds at escort vessels engaged in
rotation on 4 June.

C. ChiNats engaged in publicly-announced exercise
to test air alertness -ard' civil defense on
Taiwa
V. ChiComs in past week have stepped up propaganda attacks on

"intrusions" into claimed territorial waters and airspace by US
ships and aircraft in Strait, Hong Kong, and Paracel Island
areas. (105th "serious warning issued 5 June.)
A. Warnings avoid immediate threat,. Vague promises of
"retribution" are indefinite and long-range in nature.
VI. ChiComs may be preparing move to underscore hostility to US-
ChiNat relationship when President visits Taiwan 18-19 June.
A. Peiping giving considerable propaganda attention to visit
which they claim is intended to intensify "military provoca-
tions."
B. When Secretary Dulles visited Taiwan in late October '58
(as the Strait crisis was beginning to subside) ChiComs
unloosed heavy barrage against Chinmen.
