Pursuant to our discussion at the Deputies' sw ee .n , on Friday, 16 Septc t , 1 telephoned Sam Crosby on Monday, 19 September, to advise him that the Director proposed to telephone Chairman Cannon in Missouri to discuss our separa or, comp nsation plan. I explained that the plan was very important to the Agency and that the Director was perfectly willing to send someone to Missouri to see Mr. Cannon a d to have him (Crosby) go along if Mr. Gaon desired such a meeting. I also said tra.t my purpose in calling was to offer to give him a more extensive briefing if he so desired and to make sure he knew that the Director intended to telephone Mr. Cannon. He was very friendly but immediately tried to dissuade us from telephoning Mr. Cannon, stating that he had personally briefed him on the plan at which time Mr. Cannon, at the very outset and without studying it, had said, ?'I air.. against it, I am against it. 2. Mr. Crosby informed me that he had t Iced with represo tatlves of t=v~e Central Accounting office and with Bob Smart of the Armed Services Committee Staff and was a rare of the fact that we were being held up only because Mr. Cannon had not given h'is approval. It was his feeling that Mr. Cannon would not give his approval to the plan without having the Subcommittee consider it and that, of course, there was no possibility of accomplishin this prior to January, 1961. - Nevertheless, he emphasized that V%e Director could proceed as he wished and that the Staff certainly did not want to interfere. It was my impression, ho 7i- ever, that he sincerely felt that we might do more to hurt our case than help it if we attempted to push it through before Mr. Cannon could have it considered by the full Subcommittee. I told him that I would pass this along to the Director and would call him again if the Director still planwa o contact Mir. Cannon in Missouri. 1 ?s 7?' 1 132 . K.
