MEMORANDUM FOR THE RECORD
SUBJECT: DDCI's Briefing of Senate Select Committee
on Intelligence, 23 September 1976
1. Chairman Inouye opened the briefing of terrorism presented
by the DDCI on 23 September. Senators Hathaway, Huddleston and
Garn arrived shortly after the briefing began. Mr. William Miller,
Mr Michael Madigan,- Mr. Rick Inderfurth, and other members of
the staff were also resent. (See attached listing. ) Mr. Shackley
and appeared with Mr. Knoche.
2. Before the briefing began Senator Inouye asked Mr. Knoche
to comment on the 21 September assassination of the former Chilean
Ambassador, Mr. Letelier and on CIA relations with the Chilean
Security Service (DINA). Mr. Knoche said that the Agency has no
intelligence to indicate DINA or any other element of the Chilean
Government was involved in the assassination. Senator Inouye was
also advised that CIA is working closely with the FBI in the ongoing
investigation of Mr. Letelier's death. The point was made that the
jurisdictional responsibility for the Letelier case was with the FBI,
but CIA was answering the FBI's questions about DINA and the
situation in Chile.
3. Mr. Knoche then began the formal briefing on international
terrorism and the CIA response to this challenge. Mr. Knoche had
covered through page 12 of the attached draft.when the briefing was
recessed so that the Senators could participate in a roll call vote.
