Legiclatlve Proposals in the 38th Congress to Establish a Joint Con sittoe
on Intelligence
1. Attached is a list of the proposals introduced to date its the
Bath Congress calling for the oetablfohxssent of a Joint Committee on
Intelligence.
2. A close watch has been kept on these proposals. There have
been no hearingo in this Congress and we know of no plane for such hearings.
A number of the sponsors of these proposals have introduced similar
proposals in previous Congresses. There have been no recent olg;niftca.-It
developments with the exception of Mr. Lindsay's well-rQa:aoaed speed. on
the floor of the House when he introduced a resolution.
3. The House leadership is opposed to the establishment of joi a't
committees as a matter of principle. In addition, the Chairmen of the
CIA Subcommittees have in the past indicated they are satisfied with
present arrangements and arzo,.opposed to the establishment of a Joint
Committee on Intelligence.
4. In 1960, following the Cuban invasion, the House rules CorrimiteeL
conducted hearings on granting a rule to permit House consideration of
the Joint Committee proposals then pending. It was repotted in the press
that the Rules Committee had considered action on the numerous resolutions
pending before it but decided to take no action "... because t ho time to
consider them seemed impr:opitioua. f? Tho only other congrec: iUaai_ action
on joint Committee legislation occurred in 1956 when a bill sposnco ed by
Senator 1'vS.ansfied was reported and carne to a vote in the Senate. The
}Senate Vote defeating Mansfield's resolution (59 to 27) indicated that tea
co-sponsors of his resolution actually voted against the measure when it
ached the Senate floor.
5. In addition to the bills, three other proposals which are of
interenst are listed in the attachment. One is a House resolution (H. Con.
Ros. 60) calling for an investigation of CIA and the Department of State
following the Cuban crisis. The second (H. Con. Roe. '51) calls for a study

We have no information indicating. that there are any present plans to
