1. P:Ir. Fisher Howe of the Intelligence Staff of
the Department of State has called again regarding the
section of proposed CIA legislation conferring limited
visa authority upon the Director, He informs me that
he is checking with Mr. Lovett's office to find out whether
Mr. Lovett's informal clearance was merely the agreement
at setting the visa figure at 100 or Whether it includes
the entire language of the section.
2. Mr. Howe is still concerned with the controlling
authority of the Secretary of State over the issuance of
visas generally to the point that he feels he should be
included in this section. He is also concerned with the
abrogation of consular authority over visas.
