MEMORANDUM FOR: Director of Security
Acting Deputy Director of Security
SUBJECT: SCT Access at the White House
1. In the afternoon of 1 April 1980, Bob Gates,
Executive Assistant to the DCI, advised that he spoke to
Dr. Brzezinski concerning the recent exchange of corres-
pondence on Bobbitt. After Gates had drafted, a biting
response, he came to the conclusion that the last thing we
need is any unpleasantness between the National Security
Council and the Central Intelligence Agency. Dr. Brzezinski
agreed to withdraw the letter, and nothing will be forwarded
to us, because the matter is considered closed..
2. Mr. Gates did request that we do whatever is
necessary to alert Jerry Jennings as soon as possible,
anytime there is an SCI request from the White House, regard-
less of the level of the requestor, whether it is Cutler,
Jordan, or whoever. In that way Jennings will be in a
position to advise Dr. Brzezinski early on.
3. Both DD/PST and DD/CA elements are involved in the
clearance/briefing process, and possibly it would be worth-
while to issue a short office directive on the issue.
