I. Introduction
At the meeting of the President's Foreign Intelli-
gence Advisory Board on 3-4 October 1974, 25X1
reported on the status of foreign economic intelligence.
A transcript remarks was disseminated by
PFIAB and supplemented by a memorandum of the Director of
Central Intelligence. Thereafter, the reconstituted
Working Group of the National Security Council Intelligence.
Committee established a Subcommittee on Economic Intelligence,
chaired by the National Intelligence Officer (NIO) for
Economic Intelligence.
II., Summary
".., [T]here is no other threat to this country's
security which holds a candle to the potential now
resident in the fields of economic disorder...."
"...The transformation of the international payments
system now taking place is so new and unfamiliar that
wide differences exist as to its likely impact."
Responses of the intelligence community in 1973
were reviewed. The objectives articulated by the
Director of Central Intelligence for economic intelligence
in 1.973 were "not quite equal" to problems which, in fact,
occurred in 1974. The community participants "are running
very hard to keep up with yesterday."

Compared to a year ago, oil and technology transfer
are, if anything, more significant; multinationals are
less of a visible problem; the issue of targeting friendlies
has entered a new phase: "we may be requiring information
not because of their potential hostility, but for our
safety and the safety of other allies which may only be
secured from the friendlies." Petrodollar investments
constitute a major problem.
Under the pressures which oil-consuming nations face,
an enormous growth in economic nationalism requires
"absolutely alert economic intelligence." The psychological
effects of economic events is critical, as with the
pho]bia about world depression or the 1972 wheat deal, which
psychologically "had an impact enormously beyond its
dollar value."
The.economic policy goals of the executive branch
sometimes appear to be in conflict, requiring resolution
at a high policy level. The recently established Economic
Policy Board will, hopefully, meet this need.
Before the intelligence community can hope to respond
to governmental needs to meet the triple problems of
inflation, depression, or international economic disorgan-
ization, "it is first necessary to thoroughly understand
what it is the policymakers require, how intelligence
can contribute and at what cost, and what other consider-
ations bear on the role that is expected..."
