I made a small, discreet inquiry last week concerning tri== question of how internal memoranda from General Wilson to the DCI concerning the Mayaguez incident reached other components of the Community. (These memoranda were prepared by PR D in the days immediately following that incident. ) I am convinced thk f the external distribution of these papers by the NIOs/SEA wa,-3 completely inadvertent, as we suspected. 2. It's too bad this happened, in view of concern create-] in INR and elsewhere, but there was no severe, lasting damage that I am aware of. In any event, had there not been such enormous pressure to produce papers for the White House with only a day or two's notice (in the case of the two papers prepared by the NIOs`,, I don't think our sensitive pieces would have gone astray.
