I have also just received from the SWS?s first Monthly Report and will respond to his note in t e: near future. You are clearly well launched on this new mission. As you develop the work patterns of the Staff, I urge that you keep in mind that our chief purpose in revising the strategic warning process was to narrow and intensify its focus. I am sure there will be pressures, both within the Staff and from other elements of the community, to broaden its purview to cover issues in the small-w area, as occurred in the old Watch Committee. I trust you will resist such pressures, not only to avoid duplicating the work of our current intelligence analysts but more importantly to insure that your analysts are not distracted from the essential function of identifying and assessing strategic warning indicators. I am concerned that we develop close working linkage and some kind of coordination arrangement between your Staff and the people who are responsible for the small-w alert memoranda.
