Tyler Marcy Assistant Secretary of the Navy (R&D) Room 4E736, The Pentagon Dear Mr. Marcy: The Chairman, Intelligence Research and Development Council, and the Council members concurred in the observations, conclusions, and recom- mendations on remote sensor technology presented by your office at the 4 February meeting. As follow-on action, the Chairman requests that you convene an ad hoc working group on remote sensor technology composed of CIA, ARPA, and U. S. Navy representatives. The working group should accomplish the following: _ Develop a terms of reference by 4 April 1975 for a permanent subcommittee of the IR&D Council on remote sensor technology. The terms of reference should address: 1. Exchange of technology and associated R&D planning, 2. formulation of an R&D strategy for remote sensor technology, 3. interface with operational intelligence planners and requirements, and 4. semi-annual formal reporting to the IR&D Council.
