Mr. COLE of New York introduced the following bill; which was referred to the Committee on Expenditures in the Executive Departments A BILL To promote the national security by providing for the coorcli- nation of all elements of national security, and for the reorganization of the military structure of the Nation . to conform to the requirements of modern warfare. 1 Be it enacted by the Senate and House of Representa- 2 tires of the United States of America in Congress assembled, 3 That this Act may be cited as the "Defense , Coordination 4 Act of 1947". 5 DECLARATION OF POLICY SEC. 2. (a) In enacting this legislation it is the intent of Congress to provide permanent, effective, and economical machinery for the coordination of all elements of national security. In so doing, Congress is mindful, as were the Approved For Release 2002/10/31 : CIA-RDP90-0061 OR000100050013-8 Approved For Relea2002/10/31 : CIA-RDP90-0061 OR000100050013-8 1 proceeding may be maintained by or against the successor 2 of such head or other officer under the transfer, but only if 3 the court shall allow the same to be maintained in motion 4 or supplemental petition filed within twelve months after 5 such transfer takes effect, showing a necessity for the sur- 6 vival of such suit, action, or other proceeding to obtain 7 settlement of the questions involved- 8 AUTHORIZATION FOR APPROPRIATIONS 9 SEC. 405. There are hereby authorized to be appro- _10 printed such sums as may be necessary and appropriate to 11 carry out the provisions and purposes of this Act. 12 SEPARABILITY 13 SEC. 406. if any provision of this Act or the applica- 14 Lion thereof to any person or circumstance is held invalid, 15 the validity of the remainder of the Act and of the applicaa-- 16 tion of such provision to other persons and circumstances 17 shall not be affected thereby.
