SUBJECT: Surveys and Studies of the Clandestine Services
Following your question as to when the Clandestine Services
was last looked at, I have compiled the attached list which shows that
there have been numerous studies of all or part of the Clandestine Services
ever since the creation of the Agency. You and the DCI may find this of
interest, and I will be glad to expand on the list to any degree you desire
as I am,.thoroughly familiar with all of the reports mentioned.

SURVEYS AND STUDIES OF THE CLANDESTINE SERVICES
1. "The Central Intelligence Agency and National Organization
for Intelligence: A Report to the National Security Council" - 1 January
1949. (This was the report prepared by Allen Dulles, William Jackson
and I I and provided the basis for most of the reorganiza-
tions implemented by General Walter Bedell Smith. It dealt extensively
with the Clandestine Services. )
2. "The First Hoover Commission Report" - 1949. (The Eberstadt
Task Force of the Hoover Commission went into the intelligence organiza-
tions to a degree, including hearings with most CIA components, and
made general recommendations on the strengthening of intelligence. )
3. "The President's Committee on International Information
Activities" - 30 June 1953. (This Committee, chaired by William Jackson,
concerned itself primarily with what we call covert action in the field of
public media. )
4. "Report on the Covert Activities of the Central Intelligence
Agency" - 30 September 1954. (This is the report of the so-called
Doolittle Study Group, and devoted considerable attention to the Clan-
destine Services. )
5. "The Second Hoover Commission Report" - June 1955. (The so-
called Clark Task Force under General Mark Wayne Clark looked at the
over-all U. S. intelligence effort with particular attention to the Clandestine
Services. Clark organized a large task force under the direction of a
Major General and they produced four voluminous reports--one public,
one on the intelligence effort as a whole, one on the Clandestine Services,
and one on SIGINT. Unfortunately, this was not very well done, and the
report itself was filed in the White House and little, if any, follow-up
action taken. )
6. "The President's Foreign Intelligence Boards" - 1956--. (Since
Eisenhower created the first Foreign Intelligence Board in 1956, it and
its successor have devoted extensive attention to the Clandestine Services
and have had panels on various facets of clandestine and covert activities.)

7. "Efficiency Task Force" - 30 April 1959. (This was a review
body directed to study the over-all effectiveness of the organization which,
under the chairmanship of the Inspector General, made an analysis and
report on each of the major components of the Agency. )
8. "Inspector General Survey of the Deputy Director/Plans Area" -
July 1959. (This report, rather than being typical in the IG sense, was
basically an analysis of the organization, operations and philosophy of the
DD/P. It is a basic document with many of its recommendations and con-
clusions as valid today as they were four years ago. )
9. "President's Committee on Information Activities Abroad" -
December 1960. (This was the so-called Sprague Committee and like its
predecessor, the Jackson Committee, concerned that portion of the
Clandestine Services which deals with the public media. )
10. "Joint Study Group Report on the Foreign Intelligence Activities
of the United States" - 15 December 1960. (This interagency report
concerned itself with the Clandestine Services as far as clandestine collec-
tion of intelligence is concerned. )
11. "McCone's Study Group" - 15 March 1962. (This was the Kirk-
patrick group which reviewed quite extensively the
organization and mission of the Clandestine Services. )
12. "Manpower Survey" - September 1962. (This is a voluminous
study conducted under the direction of the Comptroller's Financial Policy
and Budget Committee which looked at the efficiency of the Agency,
analyzing to a degree the organization and effectiveness of the Clandestine
Services, and reviewing particularly the FE Division and CI Staff as
typical. )
