On December 4, at 3:30 p.m., the Committee will conduct a hearing on the
subject of the so-called Tayacan manual. The Committee would appreciate your
attendance, or that of an appropriate Agency designee, to answer questions
concerning the production, funding, distribution and use of this manual. The
Committee also requests the presence of Mr. Hauver and Mr. Laprade, members of
the Inspector General team which conducted the investigation into this manual.
The Committee wishes to concentrate its review of this topic based on a
detailed, factual account of the manual. Its questions to Agency witnesses
will cover the following general areas: applicability of Executive Order
12333, the Boland Amendment, and the $24 million cap on FY 84 expenditures "_~
CIA management issues; the chain of command governing the manual and its
author; the reprimands meted out to individual CIA officers; the dismissal of
the manual's author; and the unresolved factual issues identified in the,--=-
Inspector General's report.
The Committee has also been asked by several Members of the House and a
public organization to investigate allegations that Agency employees coached
FDN officials on their dealings with Congress. Specifically, Edgar Chamorro
has charged that Agency employees would brief FDN officials on the general
politics and attitude of Members of Congress scheduled to meet with the FDN.
These officials also are alleged by Mr. Chamorro to have provided guidance to
the FDN on appropriate approaches and themes to use in meeting with Members of
Congress. Please be prepared to respond to questions concerning such
allegations.
