Dear Mr. Dulles:
I have been reading with great interest your warn-
ings of the pending economic struggle with Russia in world
trade. It has seemed to me for same years that we needed
to coordinate our national foreign policy with the actiJities
of our private enterprise abroad to be successful in this
competition. One of the problems that is most apparent is
how to use the full impact of our industrial capacity in th1.s
competition without violating our antitrust laws.
We all know what an unrestrained, larger business
can do to a smaller business on the domestic front. Wi,h tie
entire industry of Russia in a single entity, they can coo the
same thing to our foreign trade unless we have some way of
combining the potentials of our own industry.
This leads me to a suggestion which you might find
to your liking. Late in August the American Bar Association
is holding its annual meeting in Los Angeles. The largest
Section of the Association is that of Corporation, Banking
and Business Law, having some 8,500 members including mC?st
of the top corporation lawyers and the general counsel ~'or
most of the large industrial and financial institutions of
the country. As Chairman of the Section, I have arranged a
number of working sessions and also have reserved the Ball-
room of the Biltmore Hotel for a luncheon on Tuesday noun,
August 26. The luncheon will be attended not only by members
of our Section but also by leaders of the Bar generally.
We would deem it a great honor and privilege f we
might have you as our speaker at this luncheon. I know that

you are almost overwhelmed with responsibilities in man:,
directions, but I am hopeful that you might think this ~.n
opportune time to give some message to the organized Bar
and, through it, to the country generally, These corpcra-
tion, banking and business lawyers will undoubtedly have a
substantial influence in implementing whatever plans ar~-~
developed for meeting the Russian economic threat.
I would want you to know that I have previously
written to your brother, John Foster Dulles, suggesting
that he speak, and I was advised that his August calendar
made it impossible for him to make a trip to the 4test Cast
at that time. My good friend, Vice-President Nixon, why is
speaking to another session of the American Bar Association
meeting, also wrote to me that the calendar of the Secr~tar~r
of State made the August date impossible for your brother
to accept.
I would appreciate a collect telephone call from
you or someone in your office at your early convenience.
If you have any questions about the meeting, I would be
happy to answer them at that time.

You will recall that you asked me yesterday to return Mr. Herbert Sturdy's
call and see what he wanted.
Mr. Sturdy was calling with reference to the attached invitation (which has
3ust arrived) for you to address the .American Bar Association next August. I
have talked to Stan Grogan who recaanmends that you decline this for two reasons:
a. Stan feels you should not make another mayor talk for a
good many manthe yet -certainly not as early as August.
b. He believes that this one will be particularly inappro-
priate because it is pretty close to the November Elections
and the chances are that Vice President Nixon's address to
the Association will be political in nature.
I told Mr. Sturdy that as soon as his letter arrived you would see it and
we would advise him of your decision. I mentioned that I thought you were tenta-
tively planning to be out of the country at that time if you wish to use this as
an excuse.
What are your desires on this?
