Defense. Their report, a copy of w4ich is attached, has received
considerable attention in the pros.
2. Some of the recommendations are quite controversial, mad at
this time it is not clear what the outcome will be with regard to actual
implementation. Nevertheless, si*co soma of the changes proposed by
