Y. Reference request is returned without approval as I am not
persuadeu tbtl.t the Interim Assignment Section should be used to provide
ceiling relief for the permanent staffing requirements of the Office of
Personnel.
2. 1 recognize that this unforeseen requirement places an
additional burden on the Office of Personnel. However, I rate a cou-
ti.iuing uaderstrength status in rotation to authorised ceiling; th +? .. ugho.
the DD/S during the past nine months; to cite but two examples, the
immediate office of DD/S has averaged seventeen positions uriderstrength
and Office of Logistics has averaged twenty-seven positions tuad.rstrength
since August 1963. Therefore I ask that you provide the needed relief
for these two positions by Internal coiling adjustments within the DD,b
and p,regram the added requirement Into the FT .1,966 budget.
