BRIEFING NOTES REGARDING NPIC'S RELATIONSHIPS WITH CIA AND DOD
1. CIA Responsibility for NPIC
Pursuant to Section 102 of the National Security Act of 1947,
which established the Central Intelligence Agency, NSCID #8 was
approved by the President on 18 January 1961. This directive
states that "A National Photographic Interpretation Center (NPIC)
shall be provided as a service of common concern by the Director
of Central Intelligence ..." for the purpose of, ". . . ensuring
the most effective, timely, and economic exploitation of
photography as a source for foreign intelligence relating to the
national security ...."
2. DOD Responsibility in the Photo Interpretation Field
NSCID #8 also states that, ". . . departments and agencies
represented on the U.S. Intelligence Board shall continue to be
individually responsible for photographic interpretation and
the production of photographic intelligence in support of
established departmental or agency responsibilities ... the
production of intelligence, such as, warning intelligence,
orders of battle, estimates, technical intelligence, precise
geodetic data, ... maps, charts ... or other targeting materials

3. Problems Confronting the Intelligence Community as a Result of
Competing Photographic Interpretation Organizations or Over-
lapping Functions
a. Decentralized reporting precludes delivery of a timely
coordinated P.I. product to the Chairman of USIB and destroys the
intent of NSCID #8 to promote "... a coordinated interdepartmental
approach to the exploitation of photographic intelligence ..."
b. Duplication of services of common concern such as immediate
reporting, plotting, indexing, film evaluation, special photo-
grammetric services, accessions, briefing aids, computer program-
ming, etc. is a needless waste of manpower and money.
c. Multiple development and procurement of highly specialized
and costly exploitation equipment precludes sensible and economical
governmental procurement.
d. Intra-governmental competition prevents the economical and
effective use of highly skilled personnel already in short supply.
4+. Solution for Problems Stated Above
The intent of the President and the National Security Council
in approving NSCID #8 was clear; i.e. "... that there should be no
other center duplicating the functions of the NPIC and that the
military services and other departments and agencies should state
clearly to the NPIC their particular requirements."
The DCI has taken all possible steps to discharge his responsi-
bilities under NSCID #8 including the provision of modern facilities,
financial and personnel support and logistic services. The next
steps to be taken by the Department of Defense are (1) filing of
its particular requirements, (2) providing appropriate personnel

to the Center as previously agreed with the DCI and (3) if maximum
use of the Center's facilities is to be realized, and to avoid
most of the aforementioned problems, co-locate the departmental
P.I. activities of both DIA and CIA at NPIC. In summary, the
solution of these problems is for the Secretary of Defense to
support the provisions and intent of NSCID #8.
