MEMORANDUM FOR: Executive Director
THROUGH: Deputy Director/Intelligence
SUBJECT: DCI - SecDef Negotiations
1. This action memorandum is pursuant to your request at the 2 April
Senior Staff meeting to raise at this time subjects which may be appropriate
for discussion in the course of the current CIA-DOD talks. Two are here
proposed:

4. Thus by a modest increase in staff, CIA could effectively provide

a service which would require a major effort by DIA and perpetuate a
division of responsibility which makes little sense.
Industrial Intelligence Coverage
5. There is no specific DCID covering responsibility for industrial
(target-type) intelligence in the Community. General reference is made
in NSCID 1, para. 6 (3): "Central reference facilities as a service of
common concern shall be provided by the Central Intelligence Agency
and/or other departments and agencies, as appropriate". By CIA
Regulation ~AD/CR is directed to "Develop and operate such
specialized registers of biographic, industrial, and graphic intelligence
data as may be required in support of Intelligence production."
6. Among other users, both within CIA and outside, two Defense
users lean heavily upon the Industrial Register: The Strategic Air
Command (SAC) has 8 full-time personnel located in the industrial
Register (IR) to exploit its holdings for information used to prepare
intelligence material for the SAC strike force; the AF Aeronautical
Chart and Information Center (ACIC) has 3 full-time personnel ex-
ploiting IR receipts and holdings in support of air chart production
programs.
7. DIA has recently taken over the former Army Area Analysis
Intelligence Agency (AAIA) which, like ACIC and IR, is concerned with
target related information. Moreover, both ACIC and the Army Map
Service are subject to DIA's policy direction and are current candidates
for integration within DIA.
8. The above facts indicate, I believe, the desirability of a review
by CIA and DIA of how best to provide the Community with the Industrial
or target related information. I suggest no more than a joint review at
this point, which may lead to a joint program, or at least a coordination
of our respective efforts.

RECOMMENDATIONS
13. That the above three topics be explored with Mr. Gillpatric in
principle with a view to:
a.
b.
Initiating talks between AD/CR and a DIA representative
on points raised with respect to Biographic and Industrial
Intelligence coverage.
Laying the ground work for a favorable reaction to an
overture by DCI to get Defense memoranda of conversation
of intelligence value.
