In cleaning up the Survey Group files, I find the Government
still owes you $4.13. This sum covers certain telephone calls
for which you have not been reimbursed and which were listed
in a memorandum from your secretary dated 8 February 1949.
I am very sorry to have to bother you about this small item,
but it appears that the information given in your memorandum
of 8 February 1949, which would have been accepted if it had been
submitted earlier, is now insufficient. CIA.made an exception
to the regulations when it paid for a few calls submitted without
a receipt at the beginning of the Survey. It seems that when calls
exceed $1.00, they must be accompanied by a copy of the telephone
bill or a receipt unless statement is made that calls were made
from a pay station. For the rule covering this case, we have
been referred to Item 80(r) on page 25 of the IlGovernment Travel
Regulations," copy of which was sent your secretary on 4 August.
I am turning the administrative records of the Survey Group
over to the National Security Council and suggest, therefore, that
you address your reply to James S. Lay, Jr., Assistant Executive
Secretary, National Security Council, Room 216 Old State Depart-
ment Building, 17th and Pennsylvania Avenue, N. W1., Washington 25,
D. Co
