FBI AND DOD RFX2UESTS FOR CIA GENCE ASSISTANCE
Requests for CIA assistance to the FBI or Department of Defense in a
counterintelligence activity in the United States shall be made in writing by
the Director, FBI or by senior FBI officials designated in writing by him, and
shall provide the following information:
a. The target of the activity, including the basis on which such
activity is to be directed at that target;
b. The information or abject which is sought to be obtained or
acccmplished, and the techniques that are expected to be used;
c. The reasons why the CIA rather than the FBI should conduct or
participate in the activity;
d. That the requested participation by CIA is in support of
counterintelligence activities, and such counterintelligence activities are
consistent with procedures approved by the Attorney General;
e. The Wanner in which such CIA activities will be coordinated with
the FBI; and
f. The extent to which further approval and coordination is required.
