The proposed guidelines apparently were written to provide foreign intelligence and counterintelligence guidance to the DDO. Nevertheless, the kinds of activities described therein relate, in many cases, to Office of Security activities, and may not be specific enough. For example, paragraph C.2.a.(l)(h) says information arising out of security investigations may be ob- t incra by etandard collection techniques, while paragraph 3. The term "criteria countries" is not defined in the guidelines. This risks confusion and should be corrected. 4. Were they omitted because paragraph V.C.1. is not intended to cover security investiga- tions? If so, should there be a specific statement to this effect? 5. Appendix A specifically excepts personnel, physical, document, or communications security programs from counter- intelligence. Appendix B specifically says the Director of Security, the Deputy Director of Security, and the Deputy Director of Security for Personnel Security and Investigations may approve certain collection activities as specified in these procedures. This generates three questions: a. Does this authorization pertain to counter- intelligence only, or to security as well? b. Where are these activities "specified in these procedures?" c. Is it intended that all three of these officials have the same authority? 7. Clarification of the appreciated. Please call on assistance.
