Approved For Release 2003/05/27 : CIA-RDP86B00269R000500050020-9 COUNTER-INTELLIGENCE OF THE SERVICES The field of counter--intelligence, internal security and counter-espionage is a field in which the coordinating services of CIA are peculiarly needed and could be of tremendous value. This is particularly applicable to these activities as they are carried on within the United States. For an intelligence consideration of this problem it is necessary to take into account not only the activities of the various Services, but as well, the very important role, domestically, of the FBI as an intelligence, as distinguished from a law enforcement agency. Counter-intelligence in this-country developed largely in the period immediately preceding the outbreak of World War II. This appears to have been due mainly to the increasing awareness of the Services of the problem of personnel security as an intelligence problem. This resulted in 1939 in the establishment by Executive Order of a interdepartmental intelligence conference made up of Chiefs of military and naval intelligence and of the FBI. The conference concerned itself with the coordination upon purely jurisdictional lines of the investigative and other responsibility with respect to espionage, sabotage, counter-espionage and subversion.
