He identified the members-of his requirements team, which had been assembled by the CIA/Director of Security to do a cost analysis to support an FY 1980 program submission to fund the 4C System. said that DCI`s requirements for the system were that it contain accurate, current, and complete data on the numbers, types, and distribution of compartmented access approvals, and (2) be able to report on their status at any given time. He noted that the system is technically feasible, and that it will satisfy Community needs, replacing existing systems except for some of the functions performed by current DIA and NSA systems (e.g., badge and collateral clearance controls). said that two large 25X1 minicomputers for load sharing and backup would be needed, and that software and programming, not now available, would be required to meet unique system requirements. He stated that operation of the 4C System should not require any significant increase in personnel costs over those now dedicated to present systems. He said approximately 25X1 people would be needed to run the central system. estimated 25X1 that about thirty months would be needed frotr.time of decision on the system to attain operational capability in-the'Washin ton-area. He estimated annual recurring non-personnel costs at These projections were 25X1 tentative because all Community inputs had not yet been received. Following the briefing,. the Chairman asked the members if their agencies were still in favor of the 4C System. DIA, and Mr. Kelly, Army, stated their support, but noted that the 4C System would not be a panacea. Mr. Stigers, State, said they were concerned that the system would not necessarily permit a check on all of the accesses of a person from another agency. The Chairman stated that the security of very closely held programs required that access to records identifying them be suppressed in the case of those not involved. Mr. Anderson, Navy, said he believed the 4C System would save much time and expense. No members stated opposition to the system. Mr. Gambino asked that all outstanding cost and data inputs be submitted as soon as possible. Preliminary Comments a. 0 The Chairman noted that all members had concurred in the draft Harassments and Provocations Study. He said that informational material on SECOM duties was sent to Justice to aid it in clarifying their interests in SECOM participation. Commerce will be provided the same material. C. The Chairman said the DCI had asked that a zero-based approach be taken t d t o e ermine needs for compartmented clearances. Mr. Gambino noted that Lawrence Livermore Laboratory was the first contractor being surveyed, and that the results would serve as a guide to future action. The Office of Data Processing was the first element to be so examined within CIA. d. Copies of a DCI organizational chart showing changes resulting from Executive Order 12036 were distributed to Committee members for their information. Mr. Gambino noted that Mr. Blake, CIA Deputy Director for Administration, had a Community role as Deputy to the DCI for Support. e. I The Chairman advised the Committee of a recent meeting with the CI to discuss several proposed DCIDs on security issues. Mr. Gambino said the NFIB would discuss DCIDs previously circulated for formal comment, and that the proposed DCID on comp-artmentation would be sent to NFIB members for concurrence or comment. With regard to the proposed DCID on duty and travel restrictions, Mr. Gambino said he had suggested that it include a reference to DCI authority to ban travel of persons with sensitive access to areas involved in war or other crisis situations. 25X1 ITEM 1: of Minutes The minutes of the 26 A ril 1978 p meeting, distributed in SECOM-M-211, were approved with the following change in the first sentence of Item 4.b: "Mr. Stigers, State, stated concern that a body other than the Security Committee had issued the security procedures for the Imagery Transmission System - Washington." I I Mr. CIA coopera- a o o t tion with State and OSI, had prep , ared a film on vehicle security. c. Compartmentation Subcommittee. Colonel Newman, Chairman, provided responses to previous subcommittee tasking to review (1) the list of countries where duty and travel restrictions apply, and (2) the attachment to DCID 1/7 concerning release of compartmented data to contractors. Copies of these responses and the NSA dissent on DCID 1/7 are attached for future action by the Committee. Colonel Newman advised that'- a subcommittee expects to complete their task to verify records listing Congressional staff compartmented accesses by June. d. Comments from Committee members showed an interest in maintaining the working group. 25X1 h. II Mr. Gambino advised the members of the following changes in the subcommittee : r. Gambino as e a of er 25X1 chairmen to remain. He noted that the work of the Compartmentation Subcommittee would be substantially increased if the proposed compart- mentation DCID is approved. He said that CIA now supported it. 1 :1 asked members to review the Committee's charter (DCID 1/11), and consider how we should respond to the specific tasks therein. ITEM 3: Foreign Disclosure Working Group Report 0 Mr. Anderson, Navy, briefed the Committee on the Foreign Disclosure Working Group Report. He said the group had agreed that three main problems needed to be addressed in this area: (1) the lack of uniform policy on compartmented disclosure, (2) the lack of clear guidance on what may be disclosed to foreign visitors as opposed to foreign governments, and (3) the inability to readily identify what compartmented data has been disclosed. Mr. Anderson noted that the NSA dissent stated that adequate guidance on SIGINT disclosure was provided He recommended that the report's findings and conclusions be staffed by the Chairman with COMIREX and the SIGINT Committee, with a view towards determining if agreement can be reached that a problem exists, and (2) referred to the NFIB for a position. noted that existing systems had not permitted DIA to tell their Director, prior to a foreign visit, what compartmented data had been disclosed to the countries involved. Mr. Kelly, Army, questioned whether a system to record what had been disclosed would really do any more than reinforce general appreciations of the extent of disclosure. Mr. Anderson said he believed such a system would be useful, and would be helpful in better coordinating R&D and tactical matters. Mr. Gambino said he thought the best approach would be to obtain COMIREX and SIGINT Committee comments, and then refer the issue to the DCI for decision as to whether it should be further explored. 25X1 Approved For Release 2005/07/01 : CIA-RDP82M00591 R000100070025-8 Approved For Re4pse 2005/07/01 : CIA-RDP82M00591 F 100070025-8 SECOM-M-212 30 May 1978 ITEM 4: Air Force Request on Contractor Status Colonel Newman distributed and briefly summarized a memo- randum providing answers to the questions raised at the 8 February 1978 Committee meeting on this request. Mr. Gambino was Informed that the contractor involved was a private firm and was supported by the Air Force. I noted that the major problem seemed to be delays in acting on requests to authorize release to the contractor. He suggested that concentration on getting timely action would relieve the situation. He said he had discussed this matter with the COMIREX staff, and found that they were unwilling to approve a blanket release policy. Representatives of the following agencies supported the Air Force request: DIA, CIA, Navy, Energy, State, and Treasury. said NSA had problems with the request, and the Chairman asked o provide details on their concern. ITEM 6: New Business a. 0 Mr. Kelly offered to host a Committee meeting in September to hear a briefing on Army counterintelligence programs in the interest of helping Committee members focus on tasks assigned to the SECOM. Mr. Ryan said the FBI could present a briefing on unauthorized disclosure matters for a future Committee meeting. b. I uinformed the members of a study on damage assessment procedures being done by a CIA contractor with Community cooperation. ITEM 7: Next Meeting I The Chairman scheduled the next Committee meeting for 14 June 1978 in Room 7D32, Langley Headquarters Building.
