OCI says outside couriersre g nerally the contents of documents they are carrying but that they are not permitted to answer specific on general Questions concerning a subject 4'intelligence matter. They are instructed to answer that they don't know but will see that the requestor is furnished the information. OCI says they no loiQger make the run to AEC Germantown, but have arranged to meet an AEC courier who rides a bus to 1717 H Street from Germantown. Does this indicate that much of the other GCI material can be delivered through normal channels and can go at a slower speed than the Special or Hand-Carry method.
