NOTE FOR: Director of Security
1. We were met
by who took us up to meet with
offered I his De put 's office and
secretary. They were accepted. said he
would support in any possible way. I lalso
expressed interest in the charter (w is e said the
DCI had mentioned lightly) and in the report to be
produced.
2. I provided backup papers and made myself available
for questions - very few asked. took names
of senior players, said he plans on: a) reading authorities
and current, regulations; b) oin out to see Inman- S iro,
Mark, Tighe; c) interviewing
d) then meeting with his team mem ers (which he would like
to meet, but not have "standing around." "They can stay
in their own offices until we start writing."
3 is taking off the rest of this week
to finish up his other tasks and will report back to
tickets at that time. we a so do his briefing
at that time. as a me to be available
starting Monday. He didn't say, but I think I'll be going
around with him.
at 0900 hours, 11 September for briefings - SSC

4. By Monday, next, he hopes to have a charter
and the names of eo le a pointed by other Agencies and
CIA. I talked to at 1500 hours on 5 September.
He said he has not had a chance to type up the DCI's
philosophy (modified by a cable which arrived over the
weekend). hopes to do that by noon, 6 September
and will make a copy available. I Iwas quite
explicit that he was not working on a "charter". He
said that as of Friday afternoon, the DCI had made it
clear that Blake would write'the "charter", that the
DCI met with Blake on Thursday and between the two of
them, it was agreed that the DCI's paper was a bit of
philosophy. I Isaid the DCI told him to gather
up all the material and give it to Blake, who would use
the information to give a charter.
also mentioned that he sai is during his phone call
with you this morning (5 Sept). In essence' l 1has
now excused himself from writing anything for except
a short paper reflecting the DCI's thinking on Compart-
mentation - a paper that is not to be considered by Vogt
as binding, merely advisory.
5. I told Q that I hoped Blake had a clear
cut idea what the DCI wanted of because I did not.
It would be necessary under any circumstance to see the
DCI's philosophy. With this in hand, and with advice
from Mr. Blake, I would be willing to assist in writing
a charter.
6. Would you check out this understanding with Mr.
Blake, see if he has any feel for what kind of charter
the DCI had in mind, and see if he will be agreeable to
meeting with us this week to review what we've got.
