The Director desires that the copy of the ""Dulles
Report", now held by Chief,. ICAPS, be studied jointly by
the Chief, ICAPS and the Executive.
It is further desired that both the Chief, ICAPS,
and the Executive submit their comments on those portions of
the Report's Conclusions and Recommendations pertinent to their
activities prior to 15 February 1949.
