Of course there will be no censorship and the whole package will be circulated to IAC as well as NSC. 2. However, if State prefers to submit through the DCI only its comments on the lAC, in the Section on the agreed joint-IAC reply and in a separate section as an IAC Member, this will be satisfactory. 3. In that case it is assumed that State's reply on the State Chapter will be considered as a purely internal matter and will go direct to NSC by Secretary of State himself, and that DCI will be informed to this effect. 1. if this last procedure is going to be followed, I (Prescott Childs) hope that as an individual on the IAC you will send in comments on the IAC (mentioned in two or three dozen places on reply throughout the Report) in addition to the agreed joint on only the Conclusions and Recommendations.
