amend the Federal Records Act of 1950 to improve the
microfilming services available to Federal agencies.
Be it enacted by the Senate and House of Representa-
tives of the United States of America in Congress assembled,
That (a) subsection (d) of section 505 of the Federal
Records Act of 1950 is amended by striking out "; and to
establish, maintain., and operate centralized microfilming
services for Federal agencies".
(b) Section 505 of such Act is further amended by
adding at the end thereof the following new subsections :
" (g) The Administrator shall (1) establish, maintain,
and operate centralized microfilming services for Federal
agencies, and (2) establish such controls as he determines are

1 necessary to provide for the economical and efficient utiliza-
2 tion of microfilmi g by Federal agencies, including, but not
3 limited to, the establishment of standards and policies govern-
4 ing the purchase rental, and utilization of microfilming
5 equipment, the purchase of microfilming services from com-
6 mercial sources, tl fe transfer of microfilming equipment from
7 one Federal agen y to another, and the establishment or
8 continuance of microfilming projects.
9 " (h) There is hereby authorized to be set aside in the
10 Treasury a. special! fund which shall be known as the Micro-
11 filming Service Fund, which shall be available, without fiscal
12 year limitation, f' r expenses necessary for reimbursable
13 microfilming services authorized by law to be performed by
14 General. Services Administration for Federal agencies.
15 There is hereby authorized to be appropriated to said fund

such sums as may be required, but not to exceed $
Any stocks of supplies and equipment available from Fed-
eral agencies for reimbursable microfilming activities of
General Services ~idministration, on hand or on order on
the establishment f said fund shall also be used to capitalize
the fund : Provid d, That such fund shall be credited
(1) with reimbursements, including advance reimburse-
ments, from avail ble appropriations and funds of any Fed-
eral agency, to which microfilming services are furnished at
25 rates to be dete ined by the Administrator on the basis

1 of estimated or actual costs (including accrued leave, and
2 maintenance, repair, and, when applicable, depreciation of
3 equipment) and (2) all other reimbursements, and refunds
4 or recoveries resulting from the operations of the fund, in-
5 eluding the net proceeds of disposal of excess or surplus per-
6 sonal property and receipts from carriers and others for loss
7 of, or damage to property: Provided further, That follow-
8 ing the close of each fiscal year any net income, after making
9 provision for prior year losses, if any, shall be covered into
10 the Treasury of the United States as miscellaneous receipts:
11 And provided further, That accounting for the fund shall be
12 maintained on the accrual method and financial reports shall
13 be prepared on the basis of such accounting."
