1a At its 1 July meeting, the United States Intelligence Board
(USIB) approved Priority National Intelligence Objectives (PNIOs) as
recorded in the reference minutes. Accordingly, the Director of
Central Intelligence Directive (DCID) No. 1/3 in Attachment A became
effective on 1 July 1966, superseding the previous DCID No. 1 /3,
dated 24 June 1965.
2. On 1 July 1966 the Board also approved the new Quarterly
Supplement to DCID No. 1/3, PNIOs (Attachment B hereto), as
indicated in the reference. It became effective on 1 July 1966 and
supersedes the Quarterly Supplement which became effective on
24 March 1966.
3. Copies of both attachments will also be printed in the established
DCID format for dissemination to holders of the "Intelligence Directives
Handbook", and for such other distribution as may be required.

PRIORITY NATIONAL INTELLIGENCE OBJECTIVES
(Revised 1 July 1966)
FOREWORD
1. Pursuant to NSCID No. 1, paragraph 3, the following list of
Priority National Intelligence Objectives (PNIOs) is established as a
guide for the coordination of intelligence production, and of supporting
research and collection activities. This list replaces that con;ta,in.ed in
DCID No. 1/3, 24 June 1965, which is hereby rescinded.
2. This listing of priority objectives presupposes that the bulk of
the intelligence required for the formulation and execution of national
security policy will be the product of normal intelligence collection and
research in response to the list of Comprehensive National Intelligence
Objectives set forth in DCID No. 1/2. Identified for priority treatment
are the most critical substantive problems which confront the intelligence
community as a whole.
3. By presenting those intelligence problems likely to persist or
develop over the next several years, the present Directive serves as a
stable basis for long-term planning on both the development of intelligence

resources and the allocation of existing resources. It will be reviewed and
revised annually. It will also be supplemented by a quarterly listing of
currently critical or potentially critical si'uations. This supplement,
looking forward for six months or so, will seek to anticipate such emergent
changes in the situation as might warrant some shift of emphasis in the
employment of research and collection resources.
