MEMORANDUM FOR THE RECORD
SUBJECT: DCI Briefing of Senate Armed Services Committee and
Appropriations Subcommittee on Department of Defense
1. In accordance with arrangements, the Director met with the
combined groups of the full Senate Armed Services Committee and the
Senate Appropriations Subcommittee on Department of Defense. Invited
members present were:

The meeting started at 10:30 a. m. and continued until 1:45 p. m.
Z. At Senator Russell's request a transcript was taken and only
three copies will be made, one for each Committee and one for the Agency.
Special arrangements have been made with the reporting firm so that
the notes, carbons and transcripts will be under technical custody of the
Agency at all times until delivery of the two transcripts to each of the
two Committees. This arrangement was worked out with the cooperation
of the two Committee staffs. There was a technical sweep of the room
prior to the hearing.
3. The briefing included a number of special classifications and
the appropriate security people are being notified of the members present.
In addition, the staff members present as well as the reporting firm

employees who were exposed will receive proper security briefings.
Additionally, we plan to work with the two staffs in connection with the
physical storage of the transcripts when they are returned to the
Committees.
4. The Director completed his prepared briefing in approximately
one hour. The meeting was then thrown open to questions. There are
two action items for the Agency:
a. Senator Pastore was interested in the ABM
displayed in a recent Moscow parade. The Director stated
he would show him a picture of this.
b. Senator Thurmond asked some questions about the
last Soviet nuclear tests at high altitude. The Director
indicated this was a rather complex subject and preferred
to discuss this with him later when he had enough information
and charts.
Another action item rested with General Fitch who was to supply to the
Chairman for Senator Stephen Young the number of generals in South
Viet Nam. General Roderick of OSD/L&L telephoned on this later in
the day indicating that the Committee staff had requested that the
information be supplied to us for insertion in the record. The information
follows:

5. Of the 29 invited Senators, 23 were present and almost
without exception stayed at the briefing until about 12:30. A considerable
number of the Senators who had not been exposed to certain of the
special classifications remained to ask questions. I overheard several
Senators referring to the excellent briefing and several of the staff
people indicated that they had been informed by members that it was
an excellent and informative briefing.
6. The Director did not speak to the press who were gathered
at the door at the close of the hearing. Senator Russell did speak to the
press but did not discuss the content of the briefing in any way. He was
asked where this briefing fit into his announced reevaluation of South
Viet Nam. Senator Russell responded to the effect that the most important
requirement was for a stable government to which the people could look
and support; that this was not a military problem. He added that in its
military aspects he thought the Vietnamese had performed well considering
the political situation in Saigon. The Senator also stated that he could see
no weakening of the Communist complex and that certainly the U. S. would
have to maintain its guard with a strong military posture. In response to
a number of questions, Senator Russell pointed out that such matters were
not within Mr. McCone's province and that his answers were his own views;25X1
these questions were in the area of future of U. S. strategic-manned
aircraft and anti-submarine developmentq
