Chairman Russell. The Committee will come to order.
The Committee on Armed Services and the Department of
Defense Subcommittee of the Committee on Appropriations have
been called to rneetin4 together this morning to receive a prese
tion from the Director of Central Intelligence, Mr. John McCone
This meeting was not called as quoted in the press solely to
deal with the military situation in Vietnam. ItUgrgws-out of a
conference I had with the Director of Intelligence a few days
ago, in which he told me that they had concluded an
intensive study of the capabilities of any potential enemy we
might have and I thought that it was well that we receive the
benefits of this study and have some approximation of the
progress being made by any potential enemies in defense before
we began our detailed hearing on the budget which has not yet
been transmitted to the Congress.
I think it would be well to review our budget against
the backdrop of the information we might receive as to the
military developments amongst potential enemy nations. I
intend we will proceed, as we did last year, if the Committee
is willing, to sit jointly to receive the fund authorizations fI
research and development, and for the procurement of aircraft,
missiles and naval vessels. Of course, after we have heard tha
testimony dealing with the authorization and appropriation the
Committee on Armed Services will act on the authorisation and
the Department of Defense Subcommittee will continue hearings o

those appropriation items that do not require yearly authoriza-
tions.

wish to impress on the Committee and every member here that this

testimony,,irf of the very highest sensitivity, and the most seer
classification, and we will make no attempt to print'even a
censored version of this particular hearing because after secur-
ity deletions of this hearing there will be very little left
to print and it would appear very fragmentary if it were
presented and I wish to earnestly beseech every member of this
Committee to observe the greatest circumspection and discretion
in making even references or commenting on the testimony that
is received this morning.
After Mr. McCone has completed his prepared presentation,
there will be a full opportunity for questioning by the. mem-
bers of the Committee.
Mr. McCone, we are glad to have you here this morning,
and you may now proceed with your presentation.
