Circular Memo of 7 July from Executive Secretary to S6, 1 A C-- The following items in NSC 50 were referred to DCI and the IAC for information and appropriate implementation so should be discussed at the MAC Meeting scheduled for 22 July. You may care to use this as an "Aide Memoirett at that meeting, to mention the specific points listed in the Souerst Circular Memo on NSC 50. Item (4) in the second section "political summaries" is the ever-present hot potato. ICAPS has negligible information on (6) and (8) in the second section. The Standing Committee did not wish to meet before the TAC Meeting to discuss the points mentioned in Mr. Souers' Circular Memo. COORDINATION (#2 on pages 2 and 3 of NSC 50) A statement of principles to be followed by the DCI and MAC: "The responsibility of CIA..with respect to coordination of intelligence activities has not been fully discharged." "The MAC is soundly conceived as an advisory body but should, under the forthright initiative and leadership of the Director of Central Intelligence, participate more actively in the continuing coordination of intelligence activities and in the discussion and approval of intelli- gence estimates." We have endeavored to coordinate by mutual agreement which is recognized in the Dulles Report as the most effective method. There.is such dis- cussion nowadays among interdepartmental working groups and also on higher levels in the form of concurrences and nonconcurrences. Dis- sents are included in coordinated intelligence estimates.
