An important element in the Administration's reassessment of US disarmament and arms control policy, the study will attempt to: a. define the conditions and circumstances of a stable military environment compatible with the achievement of US foreign policy objectives; b. identify and examine the factors that control these conditions and circumstances; and c. with particular reference to arms control measures, explore how such an environment might be created and preserved. To facilitate and speed this study, the Department would like to be able to make several relevant NIEs available to IDA. It is a question not of sending the papers themselves to IDA quarters, but of a release which would, in accordance with USIB-D-39.5/2 of 10 November 1959, enable us to permit specially cleared IDA researchers to read the estimates in the Department. The NIEs desired are: NLE 11-4-60 NIE 13-2-60 NIE 11-5-60 NIE 100-4-60 NIE 11-8-60 NIE 4-2-61 NIE 13-60 Would it be convenient for you to bring our request before the Intelligence Board when we next meet on April 11 ? The contract with IDA calls for a final report on June 30 and, if the Intelligence Board approves, I should like to make the estimates available as soon as possible. STATE review(s) completed.
