SUBJECT: Implementation of NSC 50
CES: (a) l.iatorandum to AD/ORE dated 15 December 1949, subject, Excerpts
from the Progress Report of 7 October 1949 to the National
Security Council
(b) Memorandum for the National Security Council dated 14 December
1-949, subject, CIA and National. Organization for Intelligence
1. With reference to the method of organization to meet the
concepts and objectives of paragraphs 5 and 6 of NSC 50, the following
organizational realignment of the Office of Reports and Estimates was
approved by the Director of Central Intelligence for implementation
on 19 October 1949:
a. The establishment of an Estimates Production Board (EPB)
under chairmanship of the Assistant Director for Reports and
Estimates. Composed primarily of the Chiefs of the regional
and functional divisions of the Office of Reports and Estimates,
the EPB is responsible, among other duties, for: , recorffnending
the scope and terms of reference of national intelligence
estimates; participation in production and final substantive
review of such estimates prior to transmittal to the IAC for
coordination; and advising the Assistant Director for Reports
and Estimates on the adoption of proposed intelligence production
programs to ensure that adequate priorities are given at all
times to the production of high level estimates.
b. The realignment of each regional division of the Office
of Reports and Estimates to provide (1 an Estimates Staff, and
(2) three or more regional, analytical and research branches,
,)separate facilities for high level estimates,
thereby affording
and other reports and research studies required for production
of estimates but zhich are not available from the departmental
intelligence agencies. This realignment permits the retention
of centralized substantive and production controls under each
division chief and provides separate allocation of manpower for
each category of production.
(1) The Estimates Staff of each regional division
produces national intelligence estimates within its area
in accordance i,iith D} CI 3/1 procedures and is of sufficient
size to ensure adequate production in this category.

(2) The analytical and. research branches retain their
present geographic rest onsibilitic s and are coati nui..11g
sy;;tematically to examine, identity and analyze the significance
of emergent trends within their areas of responsibility in
order to provide the regional sstir_-lates Staff With processed
intelligence data. These data are for use in the production
of national intelligence estir_lates, as well as repo ?ts and
astirates in those fields of common concern ,Yhich are
appropriate to regional, as distinguished from purely
function lrtreatr.aent.
c. The establish.!.e~zt of a Central '-:search Group consisting
ini_ i.ally of the ,Lap Division, the I t otla IiZtellz,_ence Survey
Division (Basic Intelligence Group, redesignated), and the
General Division (foriiie.~l;y the General Division, Plans and
`olic;- Staff). At such time as it is determined to conduct
ad=ditional -intelligence research in fields of common concern,
additional facilities for this purpose 'frill be added to the
