Attached hereto is the report which Schlesinger had delivered to you, A Review of the Intelligence Community. Also attached are comments which Bronson Tweedy and I have prepared. 2. Neither of us is completely satisfied with the comments. They need some, and maybe a good deal, more work. The thrust which we want to convey is there, however, and what we now need is some guidance from you as to whether you agree with the thrust and the general position we have taken. I might add that the report has been read and considered by Tom Karamessines, Jack Smith and Ed Proctor, Carl Duckett, Larry Houston, and Jack Coffey. They all submitted very thoughtful and helpful com- ments, none of which are in disagreement with the general position which Bronson and I have chosen to take. 3. I think you must read the report, which doesn't take very long. I have not attached the detailed comments of those who have read it, but they are available if you would like to see them. I don't really think this is worth your time, since a good deal of what they have to say argues with the paper, which we don't feel we should do. On the contrary, we feel that we should accept without any argument the proposition that the Government does need to improve the product and reduce the cost. Starting from there, we should figure out how to do it. We have also deliberately remained silent. on how you would undertake the job if it is laid on your platter. There are, of course, a number of alternatives. In general, you could: a. Beef up your "DCI" staff; b.
